Connecting Landowners with Navi Mumbai’s Planned Growth
Connecting Landowners with Navi Mumbai’s Planned Growth
Navi Mumbai’s development brought a major transformation to the region, creating planned residential neighbourhoods, commercial centres and infrastructure on land acquired from local landowners and farmers.
The CIDCO 12.5% Scheme was designed to give eligible landowners a continuing connection with this development through the allotment of developed plots.
The Concept Behind the Scheme
The concept was to enable eligible Project Affected Persons (PAPs) to participate in the growth of the city being developed on their acquired land.
Instead of their relationship with the land ending at acquisition, the scheme provided a route to receiving a developed plot within Navi Mumbai’s planned urban framework. It connected land acquisition with rehabilitation and an opportunity for beneficiaries to participate in the region’s future development.
Introduced in 1990 and implemented from 1994, the scheme became an important part of CIDCO’s rehabilitation policy for landowners affected by Navi Mumbai’s development.
How the 12.5% Scheme Worked
Under the scheme, eligible beneficiaries were entitled to developed-land allotments calculated with reference to 12.5% of their acquired land, subject to CIDCO’s applicable rules, eligibility requirements and allotment conditions.
The process brought together three key elements:
Land for a Planned City
Land acquired from local landowners supported Navi Mumbai’s planned development, including housing, transport connections, commercial areas and public infrastructure.
Developed Plots for Eligible Landowners
Eligible beneficiaries received developed-plot allotments under the scheme, giving them an interest in the urban area taking shape around them.
Participation in Regional Growth
The allotted plots created an opportunity for beneficiaries to retain an asset connected to Navi Mumbai’s development, rather than being separated entirely from the region’s changing land economy.
Understanding the CIDCO 12.5% Plot Calculation
The name of the CIDCO 12.5% Scheme refers to the developed-land allotment calculation based on the acquired land area.
CIDCO’s published explanation also describes a 30% deduction from the 12.5% allocation towards infrastructure and amenities. Under that stated framework, the net land return is 8.75% of the original acquired area.
Important Clarification
These percentages explain the published scheme framework and do not guarantee an individual beneficiary’s final plot area. Eligibility, allotment records, deductions and applicable conditions must be checked for each case.
What Made the Scheme Significant?
The scheme linked the contribution of original landowners with the development of the new city.
Its significance lay in the difference between acquired land and a developed urban plot. A plot within a planned layout formed part of a broader framework of roads, infrastructure and designated land uses, with its use governed by the applicable allotment and planning conditions.
For eligible beneficiaries, this provided a pathway from ownership of land acquired for development to ownership rights in a planned urban setting.
CIDCO 12.5% Plots Today
Plots allotted under the scheme are commonly known as CIDCO 12.5% plots. They represent an important connection between Navi Mumbai’s original landowners and the city’s development journey.
For buyers, these plots offer an opportunity to explore property within Navi Mumbai’s planned growth areas. Each plot has its own location, allotment history, lease conditions and development provisions, which together determine its suitability for a particular requirement.
Important Considerations for Buyers
Before purchasing a CIDCO 12.5% plot, buyers should verify the beneficiary’s entitlement, original allotment documents, title history, lease conditions, transfer permissions, permitted land use and applicable development approvals.
The scheme percentage alone does not establish that a particular plot is freely transferable or suitable for the buyer’s intended use.
