New Town Development Authority (NTDA) by MMRDA KSC New Town
To enhance the economic viability of the 21.8 km Atal Setu, Mumbai Trans Harbour Link (MTHL) project, the Maharashtra government has approved the creation of a new town spanning 323.22 sq km around the sea link. The Mumbai Metropolitan Region Development Authority (MMRDA) has been designated as the development authority, taking over from the City and Industrial Development Corporation (CIDCO) as the special planning authority. This change aims to leverage land value enhancement in the MTHL’s landing and influence area. As the New Town Development Authority, the MMRDA will oversee 124 villages across approximately 323.44 sq km. This includes 33 in the Khopta New Town Notified Area, 2 in the Mumbai Metropolitan Regional Plan, 80 villages in the Navi Mumbai Airport Influence Notified Area, and 9 in the Raigad Regional Plan.

With the opening of the Mumbai Trans-Harbour Link (MTHL) or Atal Setu, Maharashtra’s urban development department (UDD) issued two notifications on 4 March 2024, paving the way for the development of ‘Third Mumbai’ near the Chirle end of the link.The first notification entails transferring a substantial area around MTHL to the MMRDA-led New Town Development Authority (NTDA) for developmental purposes.This decision follows the MMRDA’s request on 28 August 2023, to designate it as the NTDA for the MTHL ‘Influence Area,’ comprising 124 villages spread across approximately 323.44 sq km.
According to the notification, 80 villages are located within the Navi Mumbai Airport Influence Notified Area, 33 villages within the Khopta New Town Notified Area, two villages fall under the Mumbai Metropolitan Regional Plan, and nine villages are part of the Raigad Regional Plan.Under the directive, the government has revoked CIDCO’s appointment as the Special Planning Authority for 80 villages in the Navi Mumbai Airport Influence Notified Area and 33 villages in the Khopta New Town Notified Area.

The second notification seeks objections and suggestions regarding the replacement of CIDCO and the appointment of the MMRDA-led NTDA as the planning authority for the new city.This forthcoming city will be situated around the upcoming Navi Mumbai International Airport, encompassing Ulwe, Pen, Panvel, Uran, Karjat, and neighboring areas within the Mumbai Metropolitan Region (MMR).
The vision for ‘Third Mumbai’ includes a fully developed urban center with diverse amenities such as commercial complexes, data centers, multinational corporation hubs, banks, financial institutions, residential units (ranging from luxury to affordable housing), and extensive knowledge parks.Additionally, plans encompass the development of a second Bandra-Kurla Complex (BKC) in Kharghar, spanning approximately 150 hectares, designed as a dedicated commercial zone to attract both Indian and multinational companies.
