MSRDC – Maharashtra’s Road Infrastructure & Development Corridors

Understanding MSRDC’s infrastructure projects, notified planning areas and their relevance to land development across Maharashtra.

What Is MSRDC?

The Maharashtra State Road Development Corporation Limited (MSRDC) is a Government of Maharashtra-owned company created through a government resolution dated 9 July 1996 and incorporated on 2 August 1996.

Its primary role is to develop major road infrastructure. However, MSRDC also has a planning role in specifically notified areas, where it can prepare development plans and guide land use alongside infrastructure development.

Important for Land Buyers

An area connected by an MSRDC road does not automatically fall under MSRDC’s planning jurisdiction.

Road-project responsibility and formal land-use planning authority are two different matters.

How MSRDC Supports Regional Development

Expressways and major road corridors do more than connect two destinations. They can improve access between employment centres, industrial areas, logistics facilities and growing residential locations.

MSRDC’s work combines this transport function with development planning in designated locations.

Along the Mumbai–Pune Expressway, for example, the corporation’s published planning documents cover a separately notified area for which a development plan was prepared.

Which Areas Fall Under MSRDC?

The phrase “under MSRDC” can describe two different relationships:

01

A road-project area, where MSRDC develops or manages assigned infrastructure.

02

A notified planning area, where the government has formally given MSRDC planning responsibilities.

The second category is particularly relevant when assessing land use and development permissions.

Mumbai–Pune Expressway Planning Area

MSRDC’s published draft development plan identifies a notified area comprising 71 villages in Panvel and Khalapur talukas of Raigad district, covering approximately 186.72 sq. km.

This provides an important connection between MSRDC and land development around the Panvel–Khalapur corridor.

Planning Detail Published Description
Planning corridor Mumbai–Pune Expressway
Talukas Panvel and Khalapur
District Raigad
Villages in plan 71
Published area Approx. 186.72 sq. km
MSRDC’s role Special Planning Authority for the notified area

These figures come from MSRDC’s November 2018 draft development-plan report. They should be used as planning background, not as a substitute for checking the latest notification and jurisdiction of an individual property.

What Does the Planning Role Involve?

MSRDC’s published planning framework addresses land use, roads, development controls and building activity within the notified boundary.

The draft regulations describe an area associated with the Mumbai–Pune Expressway and the old Mumbai–Pune Highway, subject to specified boundaries and exclusions.

This means that neither the whole of Panvel taluka nor the whole of Khalapur taluka should be described as falling under MSRDC simply because parts of them are included.

Property-Specific Check

For a particular property, the village, survey number and applicable planning map must be checked.

The latest development plan, zoning provisions, reservations and development permissions should also be verified.

Samruddhi Mahamarg Influence Areas

MSRDC’s development-planning responsibilities are also expanding along the Nagpur–Mumbai Samruddhi Mahamarg.

Reporting dated 1 November 2026 describes a government notification of 24 June 2026 appointing MSRDC as Special Planning Authority and New Town Development Authority for designated influence areas along the expressway.

The reported planning exercise covers approximately 1,800 sq. km across 292 villages in 10 districts.

The proposed work includes land-use mapping, identification of growth centres and assessment of infrastructure requirements.

This is a planning exercise for designated areas, not confirmation that every village along the expressway is under MSRDC or has approved urban development rights.

Virar–Alibaug Multimodal Corridor

The proposed Virar–Alibaug Multimodal Corridor is another important MSRDC project with relevance to the wider Mumbai region.

The approximately 126-km corridor is planned through parts of Vasai, Bhiwandi, Kalyan, Ambernath, Panvel, Uran, Pen and Alibaug.

Its purpose is to strengthen regional road connectivity and links between major transport and economic locations.

Key Locations Along the Corridor

Vasai Bhiwandi Kalyan Ambernath Panvel Uran Pen Alibaug

Project implementation remains dependent on the relevant land acquisition, approvals, financing and construction stages.

For buyers interested in Panvel, Uran and Pen, the corridor is relevant as proposed transport infrastructure.

Being close to the proposed corridor does not establish that MSRDC is the planning authority for the surrounding land.

MSRDC, Navi Mumbai & Third Mumbai

MSRDC’s role in the Navi Mumbai and Third Mumbai region should be understood alongside, not confused with, the roles of other authorities.

Authority Relevant Role
MSRDC Assigned road infrastructure projects and planning responsibilities in specifically notified areas, including the published Mumbai–Pune Expressway planning area.
CIDCO Navi Mumbai’s planned-city development and its separate notified planning responsibilities.
MMRDA New Town Development Authority for KSC New Town, commonly called Third Mumbai.

KSC New Town covers approximately 323.44 sq. km across 124 notified villages in Uran, Panvel and Pen talukas.

MMRDA was appointed its New Town Development Authority on 15 October 2024. It should therefore not be described as an MSRDC township.

An MSRDC road may support connectivity to a location without changing the planning authority responsible for that property.

Why MSRDC Matters to Land Buyers

For a land buyer, MSRDC can be relevant in two ways: through the connectivity provided by a road project and through planning rules applicable within an MSRDC-notified area.

A useful property assessment therefore asks:

  • Does the land fall inside an MSRDC-notified planning boundary?
  • Which development plan and regulations currently apply?
  • Is the property affected by an existing or proposed road alignment?
  • Are there acquisition notices or reservations affecting the land?
  • Is legal access available, rather than assumed from highway proximity?
  • Is the intended use permitted under the applicable planning framework?

These checks help distinguish an infrastructure-led location opportunity from a property with established development rights.

Crescera Group – Land Opportunities Near Development Corridors

Crescera Group focuses on land opportunities across Navi Mumbai, Panvel, Uran, Third Mumbai and surrounding growth locations.

Our approach considers both the property’s location and the authority framework that applies to it.

Where an opportunity is associated with an MSRDC corridor or planning area, we focus on identifying the relevant boundary, available planning information and property-specific documentation.

Our Documentation-Focused Approach

Depending on the opportunity, our review considers:

  • Ownership records and title history
  • 7/12 extracts and mutation entries
  • Village and survey-number details
  • Applicable planning-authority jurisdiction
  • Zoning and available development-plan information
  • Road access and proposed alignments
  • Acquisition notices and relevant restrictions

Our aim is to help buyers understand the difference between land near a major road, land affected by a road project and land within a notified development-planning area.
